Best value

Cost carries only 6% of the weight in the main ranking - any more and it would turn into a list of the cheapest schools around. This selection works the other way: here fee and quality count for the same. A school makes the list only if it publishes its fees, because where the subject is money, filling a blank with the median would not be honest.

Free, with an international programme

State schools where an international programme comes with no tuition fee. Admission is usually by competition, but the tuition itself costs nothing.

How this list is built

A place on the list is half the school's overall score plus half its value-for-money score. The value score is worked out within each country: the most affordable school in a country gets 90, the most expensive 50. That way a Georgian school at $4 000 is compared with Georgian schools and not with Kazakhstani ones, where the whole price level is different. Schools that do not publish a fee stay out of the selection - 837 of the 1296 in the ranking. Full methodology →
