Österreichische Schule «Peter Mahringer» in Shkodër (in Albanian Shkolla Austriake, also HTL Shkodër on its website) is an Austrian school abroad, a higher technical college for information technology (Höhere Technische Lehranstalt für Informationstechnologie, HTL). Schooling starts in grade 6: from grade 6 to grade 9 pupils follow the Albanian curriculum with intensive German, in grade 9 they add 4 technical subjects taught in German, and at the end of grade 9 they sit the ÖSD German exam. From the 9th year a five-year HTL course follows (grades 9-13 in Albanian numbering) with the specialisations Netzwerktechnik (network technology), Data Science, Virtuelle Welten & Spieleentwicklung (virtual worlds and game development) and Web- und App-Entwicklung (web and app development). German and Albanian have equal standing at the school: «Gjuhët gjermane dhe shqipe janë të barabarta» - «German and Albanian are equal»; English is the first foreign language from grade 6. The language of instruction is taken from the curriculum on the website: grades 6-9 follow the Albanian curriculum, technical subjects from grade 9 are taught in German, Albanian language and literature in Albanian. The school is run by a private foundation, Fondacioni Shkollor Austriak (Austrian School Foundation), with Albanian and Austrian members; it is led by an Austrian head and an Albanian deputy head and funded by the Austrian Ministry of Education and by parents. The school describes itself as a centre for technology, business and languages in northern Albania and reports about 800 graduates since its founding.

About the fees Tuition is set in the school statutes per school year. The German version of the website gives 131000 lek per year (original: «Schulgeld: 131.000 LEK / Jahr»), the Albanian version 125000 lek per year (original: «Tarifa e shkollimit: 125.000 LEK / vit»). HTL pupils may apply for a scholarship («Stipendium»).
Admissions The school takes pupils into grade 6 («Die Schule startet mit der 6. Klasse» - «the school starts with grade 6»). The website offers a non-binding pre-registration form («regjistrim jo detyrues»), after which the school contacts the family. Registration requires the birth certificate, two photographs of the child, the report for the second term, copies of both parents' passports and proof of payment of the 5000 lek enrolment fee. The website says nothing about an entrance exam, about entry straight into upper grades or about children without Albanian citizenship.
Stages and year groups Grades 6-13. Grades 6-13 in Albanian numbering. Grades 6-9 follow the Albanian lower secondary curriculum (in German «Grundschule», in Albanian «AMU») with intensive German; grade 9 completes Albanian lower secondary school and ends with the ÖSD exam. From grade 9 there are five years of HTL (years 1-5 of HTL in Austrian numbering), leading to the «Reife- und Diplomprüfung und albanische Matura» (Austrian matriculation and diploma exam plus the Albanian Matura). The school states that the certificate is recognised in Austria and the EU, gives access to universities and Fachhochschulen and at the same time qualifies holders to work in information technology; under the UNESCO classification an Austrian HTL qualification corresponds to ISCED 5.

What stands behind each entry

BMBAustria's Federal Ministry of Education (BMB)

An Austrian school abroad: the Austrian curriculum adapted to the country, teachers sent by Austria's ministry, and leavers receive the Austrian Matura and the local certificate. Every such school is named on the list of Austria's education ministry.

What the badge means for this school. This is an Austrian school abroad, and that can be checked on the list of Austria's education ministry. The entry is not a quality inspection: a school is on the list as part of the Austrian network, not as the outcome of an assessment. What it charges and in which language the youngest pupils are taught are on the school's own website. The entry stands in the organisation's public register - anyone can check it.

Austrian programme

The Austrian school curriculum adapted to the country: leavers receive the Austrian Matura and the local certificate.

What this means for this school. The curriculum is set by Austria's education ministry, which also names the school on its list of Austrian schools abroad and sends its teachers. The Matura is the Austrian school-leaving certificate used for entry to Austrian universities; according to the ministry, the school's certificates are recognised by both countries.

National programme

The state school programme of the country the school stands in: it is set by that country's ministry of education, which also licenses the school and awards the leaving certificate. That certificate is used for entry to local universities, and abroad it is matched to the local one.

What this means for this school. This entry does not count towards the score, and that is deliberate. Every lawful school in a country works to the national programme, so on its own it tells one school apart from no other - unlike the French, German or Russian programmes, which are carried abroad and confirmed by the register of their organisation. We show it because a parent needs to know what programme their child is taught and what certificate the child will get. Counting it would lift the whole ranking at once and still tell nobody apart.

Exams and destinations from the school's official website

The school publishes nothing about where its leavers go: no share going on to university, no exam results, no list of universities.

"Scored on disclosed data" stands where we count only what the school has written about itself on its own site: exams and destinations, safety and wellbeing, teaching staff, facilities, clubs and activities. A low score here means the school does not write about this, not that the school does not have it: a school with good security and a sparse site will score low. A school can fill in its profile, and the score will be counted again.
The score is counted from 8 of the 9 criteria.Only those with checkable data count: programmes and accreditations from official registers, the fee from a published price list. Where it says "scored on the median", the school has no data and the middle of the list is put in its place, so that a gap gives no advantage. Admissions, teaching staff and reviews come in as their data arrives. The full methodology →
